- the project “Prevention of corruption in agencies of local self-government of Russian Federation” within the programme of institute “Open Society” (Soros Foundation), Budapest;
- the project of creating and developing municipal information service, the units “Legislation” and “Legal Defense” (the congress of municipal formations of Russian Federation, the Institute of Economic and Social Research (Valencia, Spain)) within the Tasis “Bistor” programme of the EU;
- the preparation of the report “The Russian legislation on local authorities: the actual problem of improvement” within the ADACS Programme, the Council of Europe;
- organisation and implementing of programmes of extended professional education at the Department of Public Law in the Academy of Professional Training and Skill Improvement of business executives and investment specialists (the programme of extended professional education “The problems of municipal rule-making: legal technique”, “The problems of control and responsibility in the sphere of local self-government. Enforcement of judicial defence of local self-government” for managers of legal services in agencies of local self-government);
- coordinating and organising the performance of the section of legal groundwork for local self-government of Russian city union and the remedy committee for local self-government congress of municipal bodies of Russian Federation;
- preparing and carrying out conferences, meetings, seminars with participation of managers and specialists of legal services in agencies of local self-government.
